North Carolina Increases Criminal Penalties for Rioters

Rioters in North Carolina will risk stiffer penalties following the passage of a recently-passed bill. Almost one year after vetoing similar legislation proposed by state Republicans, North Carolina Governor Roy Cooper (D) allowed a House Bill 40 to become law without his signature.

Governor Cooper cited concerns about potential impact on first amendment rights when he explained the rational behind his decision against adding his signature HB 40,. which didn’t need his signature to pass after it passed with a 75-43 veto-proof majority.

”I acknowledge that changes were made to modify this legislation’s effect after my veto of a similar bill last year,” Cooper said in an official statement. “Property damage and violence are already illegal and my continuing concerns about the erosion of the First Amendment and the disparate impacts on communities of color will prevent me from signing this legislation.”

Known as the “Prevent Rioting and Civil Disorder” bill, HB 40, the new law increases penalties for inciting a riot, allows police and prosecutors to determine what constitutes a riot, and escalates punishment for rioters who damage property cause serious bodily injury or death to others, including physical violence to first responders. Democratic legislators who crossed the aisle to support the bill include Cecil Brockman of Guilford County, Laura Budd of Mecklenburg County, Abe Jones of Wake County, Garland Pierce of Scotland County, Michael Wray of Northampton County, and Shelly Willingham of Edgecombe County.

HB 40 was labeled as an “anti-protest” bill by opponents such as state Democrats and left wing activist groups. Emancipate NC’s Dawn Blagrove spoke loud and clear on Feb. 8 against North Carolina Republicans’ latest “anti-rioting” bill. She told a legislative committee that the intent of House Bill 40 was to target “Black, brown, and marginalized people” engaging in nonviolent protests. The committee chair responded that her comments were “out of order.”

Trump’s 2024 Campaign Success May Be Determined by Miami and Tampa Voters

Donald Trump’s current position in the 2024 Republican Presidential Primary is much stronger than his lone opponent, Nikki Haley, but if Florida Governor Ron DeSantis joins the 2024 GOP field as expected, then the residents of Miami and Tampa may ultimately cast some of the most crucial votes in the entire 2024 GOP Primary campaign. Political pundits and insiders continue to cite reports from inside sources that are insisting that DeSantis will officially declare his candidacy after the Florida Legislature completes its 2023 session the month of May.

Both Tampa and Miami have high proportions of Hispanic Republican voters, which helped DeSantis flip Hillsborough County and Miami-Dade from Democrat to Republican in the 2022 Midterm Election. In that election, DeSantis won 57% of the Hispanic vote, compared with 42% for Democrat Charlie Crist, with DeSantis winning not only the traditionally GOP-leaning Cuban-American vote, but Puerto Ricans, who historically tend to vote Democratic.

DeSanti’s15-point edge with Hispanics is a huge reversal from 2020, when Biden won the Hispanic vote in Florida by seven percentage points.

DeSantis’s strength with Hispanic voters helped him carry Miami-Dade County, a majority Hispanic county. He also won in other former Democratic strongholds such as Palm Beach One of the most important demographics DeSantis won was female voters, a group Trump lost in Florida. DeSantis also won 52 percent of independent voters.

Trump’s disapproval ratings are much higher than DeSantis in Florida, with 55 percent of voters having unfavorable views of Trump, compared to 35 percent for DeSantis, and 18 percent of Republicans have negative opinions of the ex-president versus 9% for the Florida governor.

If Trump can’t improve his standing with college educated voters, suburban moms or younger voters, he could potentially lose the Sunshine State, which is a winner-take-all primary. If a loss in Florida was coupled with DeSantis winning another early battleground state such as Iowa, Trump could find himself in a much different position than in 2016, when he won Florida by a wide margin, and cruised through Super Tuesday.

Sen. Joe Manchin Announces More than $4.8 Million in Energy Bill Assistance for West Virginia Families

According to a press release from West Virginia Senator Joe Manchin (D), the U.S. Department of Health and Human Services (HHS) and will provide financial assistance to low-income West Virginians whose energy costs represent a disproportionate share of their household budgets.

Manchin, who serves as Chairman of the Senate Energy and Natural Resources Committee and is also a member of the Senate Appropriations Committee, announced $4,824,257 from the Low-Income Home Energy Assistance Program (LIHEAP) for the state of West Virginia. The funding is through.

Manchin touted President Joe Biden’s American Rescue Plan and Infrastructure Law for providing the assitance.

“No West Virginian should have to choose between keeping their home warm and paying for necessities like food or medicine,” Manchin said. “Together, with funding previously awarded through the American Rescue Plan and the Bipartisan Infrastructure Law, today’s announcement ensures LIHEAP will continue to help low-income households and seniors pay for their utilities, cutting costs for families across the Mountain State. I urge the state to move quickly to put these critical funds to work, and as a member of the Senate Appropriations Committee, I will continue advocating for resources that deliver relief for West Virginians.”

Recent Efforts to secure LIHEAP funding for West Virginia:

  • March 1, 2023: Senator Manchin announced $8.7 million from LIHEAP for the state of West Virginia.
  • November 3, 2022: Senator Manchin announced $38.6 million from LIHEAP for the state of West Virginia.
  • October 18, 2022: Senator Manchin led a group of 31 bipartisan Senators in urging HHS to release LIHEAP funds as quickly and at the highest level possible.
  • May 4, 2022: Senator Manchin questioned HHS Secretary Xavier Becerra on administration of the LIHEAP program in West Virginia.

Alabama Senator Katie Britt Backs Balanced Budget Amendment

U.S. Senator Katie Britt (R-Ala.), a member of the Senate Committee on Appropriations, announced that she has joined U.S. Senator Cindy Hyde-Smith (R-Miss.), along with 22 additional Senate cosponsors, in introducing a balanced budget amendment to the U.S. Constitution to force the President and Congress to enact annual balanced budgets.

The joint resolution, S.J.Res.13, proposes a constitutional amendment to establish requirements for the submission and approval of annual balanced budgets, including guidelines regarding exceeding spending caps and raising taxes.

“Our ballooning national debt is already an economic and security crisis,” Britt. “Just this week, President Biden proposed an unserious budget that would continue to recklessly pile this burden on the backs of our children and our children’s children. Alabama families balance their household budgets every day, and we must expect the federal government to do the same. It is past time to hold Washington accountable for runaway, wasteful spending that is fueling inflation and endangering our nation’s future.”

According to a news release from Senator Britt, the legislation would amend the U.S. Constitution to:

  • Require the President to submit a balanced budget and Congress to pass a balanced budget
  • Restrict federal spending to 18% of the Gross Domestic Product
  • Require two-thirds majority votes in the House and Senate to raise taxes
  • Require a new three-fifths majority vote in both houses of Congress to raise the debt limit

President Biden Fiscal Year 2024 budget proposal would raise taxes by $4.7 trillion and see the gross national debt rise to $50.7 trillion by 2033. Senator Britt reacted to that unserious budget proposal in a statement that can be accessed here.

Senator Britt has also cosponsored the Full Faith and Credit Act.

Mississippi Senator Hyde-Smith Says Biden’s Budget ‘Will Do Anything But Help’ National Economy

During Senator Cindy Hyde-Smith’s recent speech on the senate floor, the Republican Senator from Mississippi shared her skeptical outlook on President Joe Biden’s budget for the 2024 fiscal year.

Hyde-Smith, who serves on the Senate Appropriations Committee, joined colleagues on the Senate floor to shed light on flaws in the Biden budget plan submitted to Congress last week.

“I recently reintroduced a constitutional Balanced Budget Amendment because I am very concerned about the future of this great nation,” Hyde-Smith said.  “In contrast, President Biden’s 2024 budget plan sends a clear signal that he and his administration are not serious about controlling the national debt or even reducing annual deficit spending.  He might talk about it but his budget says otherwise.”

“It is our responsibility as elected officials of the American people to strengthen our nation—not leave it saddled with unsustainable debt that puts everything at risk, including entitlement programs that hard working Americans have paid into their entire lives,” Hyde-Smith continued.  “So, President Biden’s budget is a disappointment and falls short in addressing serious challenges, such as getting our fiscal house in order, securing the border, unleashing American energy and so much more.”

Last month, Hyde-Smith, reintroduced a constitutional balanced budget amendment opposing the Biden budget recommendation to increase taxes by $4.7 trillion, inattention to adequate spending restraints, and the effect Biden economic policies are having on families.

Mr. President, I rise today to express my disappointment with the Fiscal Year 2024 budget submitted to Congress by President Biden. 

As a fiscal conservative, I have serious concerns about the direction this budget proposes to take our country.  It fails to address the real needs of our nation and instead doubles down on failed policies.

Americans continue to suffer from the worst inflation since the Carter administration—inflation set off by President Biden’s reckless tax-and-spend agenda.  Consumer prices have risen 15 percent since Biden took office.

People in my home state of Mississippi and across this country continue to see their hard-earned savings dwindle and their paychecks stretched thin by higher prices for everything from groceries, to gasoline, to basic utilities. 

After two years of trudging through this economy, Americans need help.  However, President Biden’s budget will do anything but help. 

The President’s $7 trillion budget for 2024 would result in massive spending increases that would further exacerbate our already significant debt and deficit problems – remember, reckless spending is a major reason prices took off in the first place. 

We simply cannot afford to spend at this level—to continue passing on the burden of our current and growing debt to future generations.

What’s more, this proposal includes $4.7 trillion in new or increased taxes – the largest tax hike since the 1960s!  These tax hikes would stifle economic growth, discourage investment, and ultimately harm the very people the President’s budget is supposed to help. 

The President is asking Congress to hike the individual federal income tax rate up from 37 percent to 39.6 percent, not including surtaxes.  This proposal would push tax increases on even more hardworking Americans. 

Make no mistake:  This proposal does not “tax the rich,” as my colleagues across the aisle love to say.  It raises taxes on middle class Americans.

The President’s proposed tax increases may raise revenue in the short term to support his big-spending/big government schemes, but they amount to distractions and gimmicks. 

There’s little chance these massive tax increases will see the light of day.  But even if they did, these Biden tax hikes would not address the underlying issue of our ballooning national debt. 

The nonpartisan Congressional Budget Office projects that the federal government will spend over $10 trillion on interest alone in the next 10 years.

Think about that for a moment—$10 trillion on interest payments alone. 

As we pay more and more on debt interest payments, there will be less available to use on critical and important priorities like national defense, infrastructure, healthcare, or education.

Mr. President, I recently reintroduced a constitutional Balanced Budget Amendment because I am very concerned about the future of this great nation.

So, President Biden’s budget is a disappointment and falls short in addressing serious challenges, such as getting our fiscal house in order, securing the border, unleashing American energy and so much more.

We all know the President’s budget was received dead on arrival, but it signals the starting point to the annual budget process.

It is my hope that wiser minds on both sides of the aisle will prevail as Congress embarks on the 2024 budget and appropriations process.

Americans are already pinching pennies, taking on debt, and struggling to pay their bills, and they deserve some relief.  And our nation needs relief in the form of tried-and-true fiscal responsibility.

Ron DeSantis Says Nearly 11,000 Migrants Have Been Repatriated After Attempted Illegal Entry into Florida

Earlier today, Florida Governor Ron DeSantis announced that since August 21, 2022, nearly 11,000 migrants have been repatriated after attempting to enter the state illegally. According to a news release from DeSantis’, over the past weekend, 167 migrants were interdicted, with 51 migrants apprehended upon landing. Nearly 350 migrant vessels have been reported, with 259 removed by the Florida Division of Emergency Management (FDEM) and Florida Fish and Wildlife Conservation Commission (FWC). Earlier this week, Governor DeSantis signed Executive Order 23-49, extending the state of emergency for the ongoing illegal migration.

“As Biden’s Border Crisis continues unabated, my administration is working hard to protect our communities and businesses from the many threats posed by illegal immigration,” DeSantis said. “Because of our action, we have seen a drop in the number of vessels and people able to make landing in the Florida Keys, and our continued presence serves as a deterrent for illegal immigration. By extending the State of Emergency, we will continue to surge resources to assist interdiction and repatriation efforts.”

DeSantis’ announcement comes one week after a federal judge sided with DeSantis and Florida attorney general Ashley Moody’s lawsuit against the Biden administration‘s ‘non-detention’ policy approach to immigration.

“FDEM is committed to continue working with our state and local partners to increase coastal vigilance and provide improved situational awareness on migrant activities,” said FDEM Director Kevin Guthrie. “There are many risks associated with surges in migration, and the Division stands ready to respond to any potential threat our state faces.”

Earlier this year, Governor Ron DeSantis signed EO 23-03 declaring a State of Emergency in response to the surge in migration along Florida’s coastline. On February 15, Governor Ron DeSantis signed Senate Bill 6-B, creating the Unauthorized Alien Transport Program within FDEM.

Earlier this week, the Florida Highway Patrol and Florida Department of Law Enforcement announced the most recent strike force interdiction operations resulted in the interception of 15 undocumented aliens, the confiscation of over four pounds of fentanyl, which is enough to kill 1 million people, and 39 pounds of methamphetamine. The strike force was formed at the direction of Governor DeSantis to interdict human smuggling and human trafficking and to seize illegal weapons being transported through the state and has undertaken interdictions across Florida.

Other State actions reported by the state include:

Florida Division of Emergency Management (FDEM)

  • FDEM established a base camp and command post in Marathon for responding personnel. The base camp houses members of the Florida Highway Patrol, the National Guard, FDLE, and FWC.
  • FDEM is deploying teams to conduct assessments of the regulated disposal of vessels and coordinate preparedness and response to foreign animal disease risks into the state.
  • FDEM is coordinating the removal and disposal of migrant vessels.
  • FDEM is leading the coordination of state assets for the mass migration response, including:
    • Electricity to assist with power to command posts.
    • Pallets of bottled water and Meals Ready-to-Eat (MREs) to be used by responding personnel.
    • Night vision goggles and forward-looking infrared units for responding personnel to safely navigate and patrol waterways at night.
    • A large vessel platform to assist responding personnel in the detection of migrants at sea, search and rescues, long-distance travel, and travel in inclement weather.
    • 350 personal floatation devices for use in the response and during interdictions.

Florida National Guard

  • The Florida National Guard has six aircraft on mission and has conducted 471 flights for a total of 1,109 flight hours.
  • The Florida National Guard has mobilized 150 National Guardsman to coordinate operational efforts with the U.S. Coast Guard and FWC aviation teams.
  • The Florida National Guard will bolster FWC marine patrol to support water interdictions and ensure the safety of migrants attempting to reach Florida through the Florida Straits.

Florida Fish and Wildlife Conservation Commission (FWC)

  • A total of 150 officers and support personnel have deployed to emergency migration response, and recently a seventh wave of 15 additional FWC officers have arrived to provide additional support throughout the Florida Keys.
  • FWC has tasked five large platform offshore patrol vessels in addition to maritime assets already in place. Included in those assets is the 85’ vessel Gulf Sentry with six crew members. They are patrolling and assisting U.S. Border Patrol, U.S. Coast Guard, and Customs and Border Protection with migrant landings.
  • FWC Aviation is conducting routine flights in support of local, state, and federal partners and is coordinating with the U.S. Coast Guard, Florida National Guard, and FHP air assets.
  • FWC is working in conjunction with FDEM to assess and document derelict migrant vessels. FWC is documenting and processing vessels on state waters and FDEM is documenting and processing vessels on dry land.
  • Currently, FWC does not anticipate the need to institute any additional recreational boating restrictions in the region. For everyone’s safety, recreational boaters are cautioned to remain clear of any suspected migrant vessel and alert authorities to their location.
  • If an abandoned migrant vessel lands on private property, the property owner is not responsible for its removal. The state will remove these vessels free of charge. Report an abandoned vessel to the FWC at 888-404-3922.

Florida Department of Law Enforcement (FDLE)

  • FDLE has nearly two dozen members deployed in Monroe County.
  • FDLE aviation assets are assisting with patrolling the waters.
  • FDLE is coordinating Florida’s law enforcement response, similar to their active role in hurricanes, and is in contact with state and local partners to ensure they have the resources needed to manage the current mass migration situation.
  • As migrants are more at-risk to human trafficking and other crimes, FDLE is helping to gather and provide intelligence and conducting investigations and assisting as requested by federal, state, and local partners.
  • FDLE agents are conducting interviews and gathering intelligence in conjunction with US Customs and Border Patrol and Homeland Security Investigations.

Florida Highway Patrol (FHP)

  • FHP has deployed 30 troopers, six unmanned aerial vehicles (UAVs) with drone pilots, two fixed-wing aircraft with downlink capabilities, and one mobile command bus in support of ongoing operations.

Florida’s Unemployment Rate Remains Lower Than the Nation for 27th Consecutive Month

TALLAHASSEE, Fla. — Florida Governor Ron DeSantis announced the state’s most recent labor data show’s the unemployment rate was 2.6% and remained lower than the nation for the 27th consecutive month while job growth outperformed the nation for the 22nd consecutive month.

According to DeSantis’ news release, Florida’s private sector employment grew by 5.3 percent (433,100 jobs) over the year in January 2023, 1.7 percent faster than the national rate of 3.6 percent over the same time period. In January 2023, Florida’s private sector employment increased by 29,800 over the month (+0.3 percent).

Florida is number one in net migration, tourism, and new business formations because we have bucked the elites and forged our own path forward towards success,” DeSantis said. “We will continue to prioritize policies that support Florida families as they continue to face persistent inflation and national economic headwinds.”

“Thanks to Governor DeSantis’ commitment to Florida’s future, Floridians can trust in Florida’s workforce, businesses, and communities for years to come,” said Acting Secretary Meredith Ivey of the Florida Department of Economic Opportunity. “Florida’s unemployment rate is consistently below the national average and the private sector continues to generate jobs, creating nearly 30,000 jobs over the month in January 2023.”

Florida’s January unemployment rate was 2.6 percent, down 0.1 percentage point from the previous month’s revised rate of 2.7 percent and 0.8 percentage point below the national rate of 3.4 percent. Florida’s revised unemployment rate reflects that more people are participating in the state’s workforce than initially reported. Florida’s labor force grew by 259,000 (2.4 percent) from one year ago, which is more than one percentage point faster than the national rate of 1.3 percent over the same time period.

In January 2023, leisure and hospitality gained the most jobs among all major industries, adding 16,100 jobs (+1.2 percent) over the month, followed by education and health services, adding 4,900 jobs (+0.3 percent), financial activities, adding 4,900 jobs (+0.7 percent), and other services, adding 3,200 jobs (+0.9 percent).

Other Economic Indicators for Florida include:

  • Between January 2022 and January 2023, Florida’s labor force grew by 259,000, or 2.4 percent. This was faster than the national labor force growth rate of 1.3 percent over the year.
  • Between January 2022 and January 2023, total private sector employment grew by 433,100 jobs (+5.3 percent), faster than the national private sector job growth rate of 3.6 percent over the year.
  • As of January 2023, Florida employers have added jobs for 32 consecutive months since May 2020, with the exception of October 2022. Florida’s private sector over-the-year job growth rate has exceeded the nation’s for 22 consecutive months since April 2021.
  • Private sector industries gaining the most jobs over the month were:
    • Leisure and Hospitality with 16,100 new jobs.
    • Education and Health Services with 4,900 new jobs.
    • Financial Activities with 4,900 new jobs.
    • Other Services with 3,200 new jobs.

Florida Congressman’s Bill to ‘Save Women’s Sports’ Heads to Senate

Florida Congressman Greg Steube (R-Fla.) has been a leading vocal critic of biological males participating in women’s sports. Last week, Stuebe’s bill H.R. 734, known as “The Protection of Women and Girls in Sports Act of 2023″, passed the House Committee on Education and the Workforce committee 25-20, with Republican members voting unanimously in favor. 

“I’m thankful to Chairwoman Foxx and members of the Committee on Education and the Workforce for making the safety, privacy, and opportunities of women and girls in sports a top priority for the Republican majority,” Steube said in a press release. “The policies of the woke, progressive Left have invaded schools and campuses across America. Allowing biological males on women’s sports teams and in their locker rooms creates an unfair competitive environment for female athletes. Americans deserve the opportunity to see where their elected representatives stand on this incredibly important issue. I look forward to voting in favor of this legislation to save women’s sports on the House floor very soon.”

“Over the past few years, we have seen biological males infringe upon the decades of progress made by female athletes; however, the passage of this bill through Committee is a step in the right direction. Women and girls deserve opportunities to thrive and excel on and off the field, and the Protection of Women and Girls in Sports Act of 2023 will help to protect those opportunities. I commend Rep. Steube for his leadership on this important issue,” said Education and the Workforce Committee Chairwoman Virginia Foxx (R-NC).

According to Steube’s press release, the legislation allows women and girls a fair playing field in sports by ensuring that school athletics comply with the Title IX recognition of a person’s reproductive biology and genetics at birth. This bill ensures that biological females compete against other biological females in women’s sports that are operated, sponsored, or facilitated by a recipient of federal funding.

Rep. Steube introduced The Protection of Women and Girls in Sports Act in the 116th, 117th, and 118th Congresses. In the 117th Congress, Representative Greg Steube and former Republican Study Committee Chairman Jim Banks filed a discharge petition for The Protection of Women and Girls in Sports Act where it received 187 signatures.
